Distribution: Northwest Pakistan and Kashmir.
Comment/Acknowledgements:

Related to E. paghmanensis Rech.f. in habit, in flowering, medianly incurved leaf lobes and the capsules which are twice or less than twice as long as broad. However, the two differ in the number of leaf lobes and the length/width ratio of the lobes. In E. paghmanensis Rech.f. leaf lobes are 4-7 which are longer than broad, while in E. qaiseri T. Siddiqui they are 2-3 which are as long as broad or broader than long. 

The new species is also related to E. pectinata Ten. in the following characters (i) flowering begins at node 4-5 (ii) branches are long stiff and flexuous (iii) capsule is equal-subequal to the calyx and (iv) glandular hairs are restricted to the margins only, whose stalks are less than 5 x as long as the heads. While it differs from the later on the basis of (i) size of the capsule, which is twice or less than twice as long as broad (ii) leaf lobes always less than 4 in number which are medialy incurved (iii) foliage hairs are simple (iv) the plant is shiny without a purple tinge, while in E. pectinata Ten., the capsule is more than twice as long as broad, leaf lobes exceed 4-5 which are expanded not incurved; hairs are setose and the plant possesses a purple tinge. 

The following specimens have been placed tentatively under the new species due to the presence of the capsules which are twice or less than twice as long as broad. Upper leaf lobes being antrorse and lower patent, which are deeply incised: Specimens Kanavar 18.8.1847, Thomson s.n. (K-p.p.), Kashmir, Nubra 23.7.1848, Thomson (K-p.p.); 1879, Drummond 1359 (K); Kishtwar, 19.6.1948, T. Thomson, s.n. (K-p.p.); Murree, 9.8.1951, Fleming, 538 (K-p.p.). However, they differ from the typical E. qaiseri T. Siddiqui by having expanded and as long as broad or sometimes slightly longer than broad and not broader than long leaf lobes which are not incurved.

Erect, annual herb, 10-20 cm tall. Cauline leaves 4-6 x 2.5-3.5 mm, elliptic-ovate, 2-3 lobed, with truncate base; lobes acuminate, broader than long, upper antrorse, lower patent. Spike lax. Floral leaves 8-10 x 6.5-8 mm, ovate, 3-4 lobed, with truncate base; lobes acuminate, broader than long, upper antrorse, lower patent. Flowers 6-7 mm long, sessile. Calyx 5-6 mm long; lobes 2-3 x 0.5-1 mm, equal; tube 2-3 mm long. Corolla white, throat yellow, dorsally 6.5-8 mm long; tube 3-4 mm long, externally minutely puberulent-glabrous. Upper lip 3-4 mm long. Lower lip 3-5 mm long; lobes oblong, obcordate, erose-deeply notched, middle lobe largest 2-2.5 x 1.5-2 mm, left and right lobes 1.5-2 x 1-2 mm, left and right lobes equal. Two anthers with equal-subequal, and two with unequal awns, sparsely hairy; hairs short, equalling the longer awn. Capsule 4-5 x 2-2.5 mm, oblong, retuse, shorter than the calyces, sparsely ciliate at the upper part; cilia short and stiff. Seeds 6-17 per capsule, oblong, obtuse.
